Support for computing oriented bounding cylinders

A new class has been introduced to compute oriented bounding cylinders for parts, bodies, and shapes. Unlike traditional axis-aligned bounding volumes, this approach provides a tighter and more representative fit. It’s particularly useful for cylindrical components, shafts, and similar features where axis alignment doesn’t reflect the true geometry.
