I was wondering if anyone could share some light on a method of determining what variable part characteristics to SPC during an initial project launch.

If it is a form that records data pertaining to product conformance/nonconformance, Identification, Traceability etc., it should be controlled. Do not make record control any harder than it needs to be. The standard spells out the minimum records to be kept, if your form records data that fits into those requirements, control it. If the data or lack of records of the data will affect your QMS adversely, control it. Look at it the same way you decide where work instructions are needed. You don't need to write a work instruction for emptying trash....unless maybe you are in an environment where trash could contain some sort of environmental or bio hazard. All things are relevent to your industry. If you are working at a prison, you probably should make your sign in sheets controlled.
Make your system work for you, don't work for your system. Good luck.
