The Quality Manual is to provide "a description of the interaction between the processes of the quality management system." Is a flow chart (process map) sufficient for "management activities, provision of resources, product realization and measurement."

You are right that we cannot assess the process capability unless it is stable.
For bringing up the stable data, generally we use control charts are used. Here we do not actually stabilize the process rather take out the data when the process was stable and reject others.
When we find the process is in control, we can get the variance of the data and capability.
