I have had several interpretations of a sentence at the bottom of para 7.4.2 stating that "The organization shall ensure the adequacy of specified purchase requirements prior to their communication to the supplier". Would appreciate your interpretation of "ensure adequacy"

What you are setting up to do, is exactly what W.E.Deming tried to get American Industry to do for 50 years.
You are getting ready to use sound logic to control a critical process input (condition of machine) instead of the output (the parts being produced).
Good for you.
Chances are, a simple X MR chart will work very well for your purpose.
You should first of all, determine what characteristic will tell you the most about the condition of the mold, then begin monitoring it, and see what the data begin to tell you. I suggest the X MR chart because it is usually quite robust to distribution shape and other problems other types of charts may suffer from.
If your gaging method lacks resolution adequate to identify the variation properly, if there are other problems with the sampling frequency, etc. the X MR chart will usually indicate it.
For reference, and/or help in interpreting such signals, take a look at "Advanced Topics In SPC" by D. Wheeler
Good luck.
You are on the right track.
