Are there any software programs out there that will assist in tracking the success of six sigma initiatives or assist in enforcing those initiatives?

I assume you mean this contest is only for the QMs and not for the plant or office personnel. Therefore, some metrics could be:
1) Number of metrics you have instituted and maintained for the plant and office(productivity, quality, savings, Lean, etc.)
2) Number of quality based programs you have instituted (bonus programs for the plant based on quality)
3) Quality level of each division you are associated with (you do have an influence on this)
4) Timeliness of completed corrective actions or other necessary documents
5) Number of improvement projects initiated or working on

Thinking about what you do each day, what you influence and how you can influence positive change each day is another way to find out what your metrics are.

Friendly competition is good, as long as it stays friendly and ultimately promotes collaboration and sharing of best practices.

Why not use a customer satisfaction approach? Ask each QM to use the same customer satisfaction instrument, and then compare the results.
