You should be able to estimate the Operating Life reliability thru estimated hours of use and number of units in the field. Then if you know the infant mortality rate you can use the Weibull data.
I suggest using a control chart for attributes such a P (proportion defective) or np (count defective) chart. Using these charts there are ways to calculate Process Capability and a number of sources available to describe the method.
