With the high degree of automation today in most companies, it seems that any business process we consider uses IT systems to automate certain steps. Do most teams include these steps in their redesign efforts? If not, why not?

No such standard has been released by ISO.Lastly International organisation for standardisation(ISO) has released the standard ISO 9001:2000 and subsequently ISO 19011:2002 which is standard for auditing of Quality and/or environmental management system.

There are two active quality standards at this time. ISO 9001:1994 and ISO 9001:2000. Be aware that the 1994 standard expires this December; companies certified to it have until then to certify to the 2000 standard which is quite a bit different.

There is no such standard by that number. What you have there is a combination of the ISO 9001: 1994 and the ISO 9001: 2000 Standards.
