› DFMEA to capture project risks?

I am new to my company and work in Process Improvement. There has recently been a push to improve usage of the DFMEA however there seems to be little internal expertise on the topic.

Lately project managers have been using the DFMEA to document project risks (non-design related). There are two arguments.. 1) A DFMEA is a risk analysis method and should document all risks and 2) A DFMEA is a design tool and should only address design related risks.. project risks should be captured elsewhere. Which view is correct?

Me too.
For anyone contemplating this as a metric to direct improvement efforts, I'd caution you regarding two famous thought leaders of the 20th century who said:
"Not everything that can be counted counts, and not everything that counts can be counted". (Dr. Albert Einstein)
