› Quality initiative programs

We are just beginning to build a foundation in quality with ISO 9001:2000. As I look into the future and where I would like us to go as an International organization--I realize it is imperative to change the culture. I am planning a 4 phase program, first is to bring quality to the forefront of everyones mind. A few months ago, a suggestion program was implemented under our HR department. I feel phase 1 of my program will be in direct conflict with the suggestion program. The HR Director does not want to release the suggestion program to the quality arena. Phase 1 will encourage people to look at their day to day activities and improve upon them, to open lines of communication with their superiors and to reward them for ideas. Any ideas how to avoid the conflict with HR yet move quality forward??
