› Believing from the top

We are an International organization which has many locations outside the US already registered to ISO 9001. My responsibility is to get all of our 9 locations in the US registered, however, I don't have the support from the top. I have been in this position for about a year and a half. Since then I've had 5 different people to ultimately report to, even though it is my full responsibility to complete this task. They have even told me not to ask them questions since they know nothing about it. The irony--this is the first time I have dealt with the ISO program. We were tied to another of our locations (again outside the US) who has been registered since 1996--they were to give me support in moving this program forward. It was actually an obstacle and that tie has been cut. The lack of enthusiasm from the top down is overwhelming and I am trying to overcome that as well as convince people this is beneficial to everyone. I have proposed recognition programs, quality initiative programs and a host of other things that would take the "fear" out of this and encourage the change. Every idea has been refused.I am beyond discouraged and am looking for any insight as to how to get senior managers to support this program. The difficult thing is we are registering one US location at a time. As difficult as it has been to get two locations moving--I don't want to spend a lifetime getting 7 more locations registered. I can't imagine it has to be this difficult.They will not allow assistance from an outside consultant since we have many experts within the organization, even though they are outside the borders of the US. Any suggestions?? Thank you.
