Are there companies working toward RoHs compliance
That are not required to meet the requirement?

Recognize the issue and most people will agree with you. One idea would be to challenge people to name what takes up their time; I bet"reports" wil be one of those things. As in the early 80's with TQM it was known that lifelong and lengthy reports often result from a short term problem. Ask if anyone really needs those reports and don't do them if it's not useful. Save some time and put it to work in Six Sigma or other projects to further save time.

If you're the facilitator for your company, you'll have to hold a lot of hands and coach people along. This won't come easily to many. Plan a lot of face time. Make their life easier to accomplish these goals and you'll get more.

It may be frightening to some but they'll never say it.
