Black Belt Certification
Bilingual
Medical Device experience

RESPONSE: I am going to suggest a different tack, since I agree with you that you are hunting for a needle in a haystack.
I am suggesting that you look internally for this person, without the black belt certification -- but the desire to achieve this certification. You then train the person via a public black belt training session that uses a training approach that works well for the skill set needed (i.e., focus on measurements and how to effectively achieve results). Also he/she would need effective one-on-one coaching.
All the topics from your list, except Black Belt Certification, is something that cannot readily be trained. The BB piece can be taught if there is a desire.
