› Non-Contact Thickness Measurement

Does anyone know if there is a hand held, non-contact measuring device for checking paint thickness on a steel part? We need something that can tell us the mil thickness on our parts from 1 to 4 feet away.

Well, as an international standard they had to provide flexibility in the standard. Hence the usage: adequate, appropriate..etc.
You will be the right person to describe "adequacy" of a particular purchase order for your requirement. Or ask a question, thinking yourself as a Supplier, Will this information supplied adequate enough to supply Quality product and or service? If the answer is YES, then you have ensured the adequacy of purchasing requirements. Try to think as your supplier from all angles. Not just technical,also have you supplied enough information on commercial, logistics,etc?

As a retrospective check, try reviewing your Supplier NCR , SCAR database, supplier missed delivery, etc. to see in the past, if any failure attributed to lack of purchasing information. These can also provide clue on your adequacy of purchasing information.
